About this grant

Supports research, development, and technological advancements for large-scale development and commercialization of projects, processes, and technologies that reduce environmental impacts and increase sustainability of energy production and delivery. Financial assistance is available as grants, loans, or loan guarantees for pilot, demonstration, and commercialization-scale projects. Projects must demonstrate value to North Dakota's economy and energy sector.

What you get

Grants of up to 50% of project cost, minimum $1 million and maximum $10 million per project
Loans or loan guarantees of up to 50% of project cost, minimum $10 million
Total financial assistance may not exceed 50% of total project cost
Loans may include up to 24 months of interest-only period
Loan administration through Bank of North Dakota

How to apply

Transmittal letter with binding commitment signed by authorized representative
Title page with project title, applicant, principal investigator, date, duration, address, and amount requested
One-page abstract stating objective, expected results, duration, total cost, and participants
Detailed project description including objectives, methodology, anticipated results, and environmental/economic impacts
Standards of success including emissions reduction, environmental impact, and commercialization potential
Itemized budget identifying capital costs, direct operating costs, indirect costs, and all funding sources
Business plan, 3 years historical financial information, budgeted projections, and organizational documents
Letters of commitment from all other funding sources

Eligibility

Applicant must be a corporation, partnership, cooperative, association, or other appropriate entity, or consortium of such parties
Applicant must own or control, or have a clear and firm commitment of ownership or control of the project
Project must propose research, development, and technological advancements for large-scale development and commercialization that reduce environmental impacts and/or increase sustainability of energy production and delivery
Projects must have other sources of financial support and not be duplicative of other research or development projects or technology
Matching funds from industry or other sources (e.g., federal agencies, nonprofits) are required; letters of commitment must be submitted at time of application
Applicant must not have an outstanding tax liability owed to the State of North Dakota or any of its political subdivisions
For loans: project must be ready to move into commercialization with a clear path towards profitability; projects in any phase of a FEED study are not eligible
For loans: project must include private sector financing and equity from the company
