• Project must make local government more responsive to the needs of Philadelphians
• Project must be entirely focused on the City of Philadelphia, an elected office in Philadelphia, and/or the School District of Philadelphia
• Project must define the change it is seeking to make in local government
• Project must build on a history of engagement with the communities it intends to benefit
• Voter registration activities are not eligible for funding
• Grant requests must be less than $500,000
• Proposals are for up to 24 months of funding
