About this grant

Supports organizations that develop and operate pre-apprenticeship programs designed to prepare individuals for entry into Registered Apprenticeship programs, employment, or post-secondary education. Programs must partner with at least one Registered Apprenticeship sponsor and provide career-specific skills training, work readiness activities, and supportive services. Priority is given to programs targeting underrepresented, disadvantaged, or low-skilled New Jersey residents in high-growth industry sectors.

What you get

Share of up to $3,000,000 in total program funding for FY2027 Round 1
18-month contract period (January 1, 2027 to June 30, 2028)
Funding for personnel, instructors, training, supportive services, supplies, and other direct costs
Funding for participant stipends disbursed bi-weekly
Eligibility for subsequent funding based on performance outcomes
Cost reimbursement payment structure

How to apply

Executive Summary (no more than 3 pages)
Program Narrative addressing all required elements
Implementation Plan with realistic project schedule
Budget including Schedule A (Personnel Costs), Schedule B (Non-Personnel Costs), and Schedule C (Direct Student Services)
Letter of Intent (due by noon, October 23, 2026)
Tax Clearance Certificate (Attachment II)
Commitment Letter/Quality Partner Form (Attachment III)
Program sustainability plan

Eligibility

Must be a New Jersey-based employer or have a New Jersey presence, or be one of the listed eligible entity types
Must demonstrate fiscal and administrative capacity to manage the proposed program
Must have a documented partnership with at least one USDOL Registered Apprenticeship program sponsor committed to hiring from the pre-apprenticeship program within 18 months
Organizations that received FY2026 Round 2 PACE funding are not eligible to apply
All program participants must be New Jersey residents with authorization for employment in the United States
Programs must achieve a maximum cost per participant of $12,000
Must ensure every participant is registered for One-Stop Career Center (OSCC) services
Must provide a program sustainability plan describing strategy to maintain solvency after state funds are no longer available
