Funding is intended to spur new approaches to parks and recreation service delivery that could be replicated by other agencies. New or innovative programs specific to a city are also considered.

Program or service must demonstrate innovation in parks and recreation services
Must have future applicability for other agencies at a local, regional, or state-wide level
Capital improvements (buildings and structures) are not eligible
Funding for existing programs and services is not eligible
Ongoing expenses are not eligible
Costs incurred prior to the award of the grant are not eligible
