• Must be a 501(c)(3) nonprofit organization
• Must serve the state of Delaware and its residents
• Must serve community without discrimination based on race, religion, gender, age, disability, national origin, or sexual orientation
• Project must not be completed before June of the current year
• Religious organizations only eligible for projects that serve the entire community regardless of religious affiliation
