About this grant

Supports regional partnerships between child welfare agencies, substance abuse treatment providers, and juvenile or state courts to deliver family-centered treatment programs. Funding targets children in or at risk of out-of-home placement due to caregiver substance abuse, supporting comprehensive long-term treatment, early intervention, mental health services, and parenting skills training. Projects operate over a 60-month period with a planning phase and an implementation phase.

Award between $250,000 and $1,000,000
60-month project period comprising five 12-month budget periods
Funding for family-based, comprehensive, long-term substance-use disorder treatment including medication-assisted treatment
Support for early intervention and prevention services, mental health services, parenting skills training, and family counseling

Eligibility

Must be a regional partnership established by agencies within or across states
Mandatory partners include: state child welfare agency administering title IV-B or IV-E, state substance abuse prevention and treatment block grant agency, and appropriate juvenile/state court administrative office
Must have a primary lead applicant capable of monitoring program activities, funding, and reporting
Applications from individuals (including sole proprietorships) and foreign entities are not eligible
Must provide cost-sharing/matching funds
Must report on performance indicators
If an Indian tribe or tribal consortium is the lead applicant, the state child welfare agency is not required as a partner
Faith-based and community organizations that meet eligibility requirements are eligible
